Zoom 12 and lower: wrong display of overlay map

When you have a map and overlay, then on zoom 12 and lower, the overlay is off and moves in wrong way when moving the map.
To reproduce, try this base map with overlay. Can this be fixed, please?

it happen when your overlay map is already scaled to 25% of default size and I do not allow to scale (zoom out) more ... and this happen. I've fixed it by only possible solution - when you try to zoom out to less then 25% of map scale, it will be disabled. So in this case, overlay on level 11 and lower, will be disabled
