Max zoom level 16 when downloading

I use OSM maps offline. Online OSM maps show that there are 18 zoom levels, but if I'll try to download it only offers max zoom level 16. The problem is that OSM maps display housenumbers in zoom level >16 so there are no housenumbers in level 16.
Some time ago, I was able to download maps in zoom level 17, but not aymore.

As I understand, there is almost no possibility to get zoom levels greater than 16.

you're welcome,

you can use some alternative map like very nice ArcGIS maps or MapQUEST (all maps have information about download possibility when you click on them in list), or you can create own web map server or you can use some other program that allow this downloading usually in illegal way ...

EDIT: anyway if you want to use OSM maps, I suggest to download vector map which is smaller, little bit slower but "contain all zoom" if I can say it in this way .. some more info here in second post viewtopic.php?f=26&t=821

I tried this vector map, but as I made some changes on OSM maps (added a lot of new buildings etc.). These are not shown in these vector map - because of the date they are made. At this point I am looking for the ways to make some kind of offline map my own, because it is quite important for me to see the housenumbers on the map.
While I am trying to be a legal person I am not interested in illegal stuff :).

But where can I find any information about creating my own web map server?

PS. The paid version of Locus is super! :).

I agree that be legal is fine ;) ... that's why locus looks like looks :)
