From the Geocaching live function, the upload fieldnotes option points to a different menu than the option from the geocaching (right button) menu. Can't this be the same?

you mean Geocaching tools > Field notes vs. Geocaching Live? Girst one is used for managing already created Field Notes. Second (GC Live) serve just for uploading of field notes to server.
