ok i will post separate map sheets and make them in .sqlitedb in a few days. Those sheets that i miss i just cannot obtain.
Is it OK to make them in zoom levels 10-13, maybe 10-14(one file is ~250mb large in that case)?  let me see how this is going... to convert more.
I am sure that people from Bosnia and Macedonia will be interested in those since there are not many choices for them...(anyway you will see how many downloads you got)

finally i got my answer:

it is ok to put maps in locus store(free section of course)
50k maps are from around 1982. 25k maps are from around 1971. we dont have newer ones.

I am owner of scans.
considering terms of using them they are not meant to use for caving purposes without contacting our club(info is old anyway)
As far as i know(i asked ppl here who are dealing heremaps and similar software) they are too old for copyright.
Military-geographical institute in Belgrade do not have those map anymore (those by Paris meridian) in 200k scale, in fact they dont sell any paper map by Paris meridian.
I dont have allowance to post newer versions although i have complete: Serbia in 25 and 50k scale, complete Montenegro in 50k scale, complete Slovenia in 25k, and complete Bosnia&Herzegovina in 25k (latest is just scans it is not yet prepared for locus , it would take me 3 months to rename, georeference, re-project, crop, and merge them). If someone need those newer versions for personal use, i can share them individually.
For those maps i posted i will ask if it is OK to put them in locus store(i will reply here about that info).

Troubles & Questions / how to share locus free offline

recently I got team of British cavers visiting my country and we encountered a "problem" with locus free... I prepared 2 big topo maps in sqlitedb format of region in which we are doing cave exploration, and I bring it with me on the field, I also downloaded locus free apk file . I bringed everything on both USB flash and phone. But despite I putted all on their phones we were unable to start locus apk itself. We needed to download some 5,5 mb more in order for locus to start.
Do I need to mention that there was NO  usable cell signal for many kilometres around, we were at complete wilderness. so within a group of 20 people, my phone only got usable maps because net is a must to initiate locus free.

bottomline: Is there a posibility to install some functional free version without a net access?

Can you please make 1"-sec versions of those for Serbia, Montenegro, Bosnia, Macedonia and Croatia  :)

do someone need Serbia and Montenegro territory from same map sheets? I can make them within 1 month...
if someone have decent scans of Celje, Split and Kriva Palanka, please send me download link so i can incorporate them also

i made some maps of former Yugoslavia for locus app. They are made with mapc2mapc program(also sheets are merged within same program, gdal translate was used to convert Hermannskogel datum to WGS84). As far as i tested them(tested around Banja Luka city and mountain Manjača), they are accurate within~30-40 m.
they are scanned in 300 dpi, map scale is 1:200 000
maps are in .gemf format i think you need both files to use them in locus(.gemf and .zdat file)
For those unfortunate people with windows phones>>> gemf format you can use also in some app for that OS, because there is no Locus for that platform...
I miss (read-> i dont have paper versions of Celje, Split and Kriva Palanka sheets).And i did not scanned Serbia and Montenegro yet, although i have those in paper versions, since i have to pay for scanning, and i am bit short in money atm.
Considering Serbia, map is pretty outdated because DJerdap dam did not existed in those times...

You should really polish map auto-load feature.
For example: auto load maps of same type should work by parent directories. I got 8 very different layers(types) of personal maps and i sorted them as different directories.: 
   1. topo 25k
   2. topo 50k
3.  geological 100k
4. pedological(soil survey) 50k
5. geomorphological 500k
6. soil errosion 500k
7. lomaps vector for my country
8. optional>>> American topo maps from around 1995
all those maps are like 30+ GB of space on sd card
each of those layers provide me different information, which I don't need at once.
When I turn on :load all maps it gives me CHAOS
when I turn on: load map of same type only it gives me bit less chaos, but it is chaos.
For the moment I tried putting different types in different formats so I use 50k topo and 100k geology as sqlitedb format. And pedological,25k topo,geomorphological, and soil erosion as gemf format.
Although I enabled automatic loading of vector maps, lomaps wont show as base map, when I leave those mentioned layers it shows me geomorphological map.
At the moment i just cannot use American map type because it messes with my other more important layers.
So as conclusion: you should make this app to load maps by existing folders not by randomness.
To be more precise, map overlay is working just fine. :)
What don't work well is when i leave one map it most frequently loads me one piece of pedological map one piece of geomorphological map ect ect(despite i got them all sorted in different directories). so,random type of map.
Also i cannot make one default basemap of my preference(which i would like to be vector lomap, since they are excellent for cities/streets).
It wont of course auto load me gemf database if i am in sqlitedb or vice-versa.

there are some maps that are available for this region, which are free to download and here i will post some of my thoughts about them.
i did field and GPS testing of those maps considering Serbia and Montenegro region:

this map is available in version for LOCUS also. It is 1,7gb and covers most eastern and south part of Serbia, including Bulgaria(whole) and whole Macedonia. Their source was obviously soviet military maps in scale 1:500000
map is seamless, and precise in Serbia. Relief is bit hard to read and on some parts it is unclear.

American version:

Maps are good looking,and very fast to read on a blink of an eye. Forest coverage is good since those maps are obviously made by processing satellite data.They are made in geopdf format which take small space but you need global mapper program to convert them to ozi format then mapc2mapc to convert them to locus.
They are good for foreigners which travels into Yugoslavia back country, but for locals they are inaccurate ~25-60m are offsets.Offset get smaller when you go west.
Russian raw  version:

it have same looking and accuracy as before mentioned Bulgaria (in begining of the post) but you have variety of scales:1:1M-1:50K larger scales are pretty inaccurate but since they are totally free they are good for region.
They also lack locus version, they are gif files accompanied with ozi map file so you will need MAPC2MAPC program to convert them into locus.
Yugoslavian version:
there is no yet place to download them but i am working on that(making locus versions)
as somebody who live here and go in mountains a lot, my votes are as follows:
1. Yugoslav military maps 50k scale for everything except new roads for cars and forest coverage(use google satellite or ovi Nokia for that), but for bicycle , walking, hiking, they are  the BEST
2. American topo maps for quick view, and for overview of "newer" road data, forest coverage, explanation of toponym, conversion to statute measure.
3. russian/ bulgarian it is on 3rd place mostly because majority of territory is not covered with 50k scale but with 100k scale or larger

Since there are no usable topographic maps for my region, I recently created some maps for locus apk. My source is old(~35y) military 1:50.000 maps which are not military secret since 1,5 years ago.
Initial calibration was done manually.
Collar is removed in global mapper, and calibration is translated into UTM zone 34 projection with wgs84 datum.
Maps was merged in mapc2mapc. 4 tiles which represent 1:100000 map are joined together, then 2 of these are merged again (I joined them by east+west piece). then i saved them in mapc2mapc for locus. I also experimented on zoom levels so they are not all the same zoom and quality. There is about 2-3gb of files.
Should i put google drive link here or should i upload them on some share server?
