You can probably use the URL from USGS Map service
https://gis1.usgs.gov/arcgis/rest/services/padus2_1/FeeManagers/MapServer/tile/8/101/45?format=png32
to define a custom online map for Locus Map.

I'm not a coder and can barely get this stuff working. I tried to add the url you provided under "BLM" in providers.xml attached. Can you please correct the code so put works if possible.

there is edited XML - contains only USGS map. Please try it but I have to say, I haven't test it at all
unfortunately that usgs online map did not show any of the blm layer???
It should be the same layer as https://maps.usgs.gov/padus/

I attached also a screenshot from the app when the new map is used as an overlay above the basic online map.
WOW!!! it works and is very powerful for US locus users...this really should go in the default online map list...JUST WOW. It is much clearer than Accuterra's layer...MUCH BETTER!!!
