As I understand, for privat use there should be no problem, because it is legal under CC-by-SA 2.0.
So the problem seems to exist only for menion, if he wants to implemented it within Locus directly.

BTW. The OpenMapSurfer shade is nice on larger displays and with mountains. IMHO: But in (plain) cities the hill shades are bit extreme.
Is there a chance to get the mapprovider config for the layers? They look really good!!!
