On much older versions of Locus I was able to directly import KMZ's from http://www.topomap.co.nz/NZTopoMap?v=2&ll=-42.32657,172.065125&z=10 (at least I think so)
Find NZ, select More -> Downloads, and download to your phone a Garmin Custom Map / Google Earth overlay (KMZ file)
If I download a KMZ and click it, it opens Locus, but Locus doesn't think it's a map and only temporary shows it under active items, which is lost on a restart.
They do not show up if I try to import them from the Maps or Tracks menus.
They are only available if I manually copy them to /mapitems, or click the small icon to the right of Active Items -> Map Items and then click the plus sign to import it.
So, I have a work around, but this won't be intuitive for new users.

I'm testing the current system and I believe, it is identical to how this worked before. Agree, the permanent display of these maps over KMZ is a little more complicated. The correct solution is indeed over the "Map items" system. No need to import it, just enable it by the "eye" symbol.
