Since yesterday, I can't download any tiles from OSM "German Style" any more. Message is "Zugriff verweigert" ("Access denied").

That is like fighting against windmills. They are violating their own license, because publishing openstreetmap data, you have to follow the CCbySA. So they normally may not block online viewing for special tools.
But the problem is once more their server policy against massiv downloads. You will see more and more map owners blocking Locus and more and more disapointed Locus users. In my eyes you should disable download possibility at least for openstreetmap maps and perhaps talk later with the map owners, for that they will probably allow at least online viewing (and caching).
Locus is a smartphone app, so it is not really necessary to download maps for the future like for another gps device. Even Google (Maps) does normaly not allow to download bigger maps. Maybe there are other solutions to share bigger maps within the Locus community.
yes it is. And worst on it is that i have no response from anyone from OSM community who have influence on blocking or unblocking of Locus. Fortunately new six-core server with unlimited bandwidth is finally on-line so I'm with my friend starting installing own OSM server that will serve only to Locus. Today I'll release new version with reduction to downloading from 25000 per day to 10000 per day. Sorry for that but here isn't any other possibility. Fortunately vector maps are nice extension and are quite good working and I also hope that new server will be also compensation for this ...
